  • ​​Janet Milne​ presented "Adaptation: Market Sector Responses," at Adaptive Planning for Flooding and Coastal Change in Virginia: Next Steps for the Commonwealth​, William &  Mary Law School, Williamsburg, Virginia, December 5, 2014. Professor Milne spoke about the role of environmentally related taxes in funding climate change adaptation.

  • With support from the Lintilhac Foundation, the VLS Environmental Tax Policy Institute sponsored two public sessions on Conservation Easements and the IRS: What Does “In Perpetuity” Mean?  The panels took place at VLS (November 17) and the Montpelier Capitol Plaza (November 18).   The featured speaker was Karin Gross, Supervisory Attorney from the IRS’s Office of Chief Counsel in Washington, D.C., which currently is handling over 100 conservation easement cases.  Professor Janet Milne moderated the sessions and Professor John Echeverria​ was also involved in organizing the events.

  • Janet Milne is a principal researcher on a two-year project organized by the Instituto University de Estuidios Europeos in Madrid, Spain, and funded by the European Commission—“Energy Taxation and State Aid Control: Looking for Better Coordination and Efficiency.”  The project involves about 30 European professors from ten European institutions.  Professor Milne will provide comparative US perspectives.  Professor Milne participated via Skype​ at the first organizational meeting among the ten principal researchers, on October 29, 2014.

  • Janet Milne was a speaker at the Renewable Energy Vermont conference in Burlington, VT on October 17, 2014. Her presentation on carbon taxes provided an overview of other countries’ use of carbon taxes and explored issues relevant to the design of a carbon tax in Vermont.

  • VLS’s Environmental Tax Policy Institute co-sponsored the 15th Global Conference on Environmental Taxation in Copenhagen, Denmark, on September 24-26, 2014.  Under the leadership of Denmark’s Aarhus University, the conference focused on environmental taxation and emissions trading in an era of climate change and attracted over 190 participants from 33 countries.  Keynote speakers included people in lead positions at the European Environment Agency, IMF, European Commission, World Trade Organization and IPCC.  Participants from law, economics, political science, government, NGOs and the private sector delivered 100 papers.  Professor Janet Milne, Director of the Environmental Tax Policy Institute:​
    • ​​​Delivered a paper exploring the role of environmentally related taxes in funding climate change adaptation, Storms Ahead: Adaptation Calls for Resilient Funding;
    • Chaired the plenary session on Climate Change and the Trade Debate; and
    • ​Chaired a parallel session on Managing Fossil Fuels.
    • Professor Milne is a member of the three-person Steering Committee for the conference series and was a member of the International Steering Committee for the Copenhagen conference.  ​

  • ​In June 2014, Jonathan Blansfield JD'14 and Professor Kevin Jones contributed a chapter in the new book Distributed Generation and Its Implications for the Utility Industry published by Academic Press.  In their chapter, titled, “Industry Response to Revenue Erosion from Solar PVs,” they analyzed three case studies from California, Arizona and Vermont that represented diverse response to the rapid growth of distributed solar generation.

  • Laurie Beyranevand '03 was appointed to serve on the Food and Drug Law Institute's Academic Programs Committee for a three year term beginning in April 2014. The Academic Programs Committee advises FDLI staff in formulating and implementing policies and strategies consistent with FDLI's mission, relating to programs and publications of interest to the academic legal community. The Committee discusses various programs, publications, pricing, dissemination vehicles, etc. that best facilitate expanding FDLI's educational mission.
