Biography

Hira Jaleel is a visiting assistant professor at Vermont Law and Graduate School, where she teaches Contracts and Aquaculture Law and Policy, and leads the aquaculture law and policy initiative. Her research and scholarship focus on aquaculture law and policy, food law, industrial animal agriculture, and the regulation of emerging markets under U.S. law.

Hira’s current work centers on the legal architecture governing aquaculture in the United States and globally. She is the editor of  The Global Compendium of Aquaculture Law & Policy (forthcoming 2026), and author of its chapter on U.S. aquaculture law and policy. Her article, “Combating Bluewashing in Aquaculture” (with Saylor Soinski), forthcoming in the Iowa Law Review, examines legal strategies for challenging misleading sustainability and animal welfare claims on farmed aquatic animal products. Hira’s scholarship has also appeared in the Journal of Animal & Environmental Law and the Journal of International Wildlife Law & Policy.

Before joining VLGS, Hira was a visiting assistant professor at Lewis & Clark Law School (2024–2026) and the Center for Animal Law Studies’ Animal Law Teaching Fellow at Lewis & Clark Law School (2022–2024), teaching Aquatic Animal Law, Food Law, Industrial Animal Agriculture Law, and Legal Research. She also served as co-faculty advisor to the Animal Law Review and the Student Animal Legal Defense Fund.

Hira serves on the Executive Committee of the Animal Law Section of the Association of American Law Schools and was co-chair of the Wildlife Law Subcommittee of the American Bar Association’s Animal Law Committee. She is an academic and animal law advisor to the Earth Law Center and previously served on the board of the Aquatic Life Institute, as vice chair for publications of the ABA Animal Law Committee, and as vice chair for programs of the ABA’s International Animal Law Committee.

Before entering academia, Hira practiced as a senior associate at Axis Law Chambers in Lahore, Pakistan, litigating constitutional and commercial matters before the High Courts of Pakistan, where she was twice appointed amicus curiae by the Lahore High Court in constitutional matters of first impression. Her public-interest litigation included a successful challenge to systemic culling of stray dogs and resulted in a province-wide trap-neuter-vaccinate-release policy. As legal consultant to Brooke Pakistan, she was the principal drafter of animal welfare legislation for all four Pakistani provinces and of the Federal Animal Health Bill, developed in consultation with the Ministry of National Food Security & Research and the World Organisation for Animal Health.

Hira received her LLM (Hons.) from Lewis & Clark Law School as a Fulbright Scholar and her BA-LLB (Hons.) from the Lahore University of Management Sciences. She is admitted to practice in Oregon and Pakistan.
