Biography

Helen obtained her BA in environmental studies from UVM and (after a summer scooping ice cream at the newly opened Ben & Jerry’s) her JD from the University of Chicago. She started her legal career as a litigation associate at a large New York City firm, Rosenman Colin, and then became an Assistant U.S. Attorney in the Southern District of New York.

She was hired away from that office to become the Chief of the Civil Division at the U.S. Attorney’s Office in Vermont. After ten years in that role, she was appointed a Superior Court Judge by Governor Howard Dean. In that position, she sat in all three divisions of the court (Civil, Criminal, and Family) over a 25-year career.

After retiring from the court in 2024, she began a mediation practice focused on civil cases, Toor Mediation, LLC. When not working, she can be found hiking, biking, kayaking, or hosting dinner parties at which she can practice new recipes, among other activities.
