Biography

Carolyn E. Kurr received her law degree from University of Virginia School of Law and her bachelor’s degree cum laude from Dartmouth College. Carolyn spent thirty years working for the United States Securities and Exchange Commission in Washington, DC, before retiring from government service in March 2025.

Right after graduating from law school, she began her legal career in the SEC’s Office of Compliance, Inspections, and Examinations, where she conducted routine and for cause inspections of NASDAQ and various stock exchanges. Seeking transactional experience, she then worked for several years in the SEC’s Division of Corporation Finance, where she reviewed and commented upon SEC filings concerning prospective securities offerings, tender offers, and mergers and acquisitions.

Seeking enforcement expertise, from 1999 to 2010 Carolyn served as senior counsel in the SEC’s Office of Internet Enforcement, where she focused on investigating securities law violations perpetrated mainly online. As senior counsel in the SEC’s Division of Enforcement from 2011 until March 2025, she was responsible for investigating and prosecuting a wide range of securities law violations, including insider trading schemes, market manipulations, offering frauds, and various accounting-related frauds.

Carolyn enjoys international travel, outdoors adventures including kayaking, biking, and hiking, and settling into an engaging novel.
