Alaska has not promulgated any LDAR program beyond that required by the Oil and Gas NSPS. 18 A.A.C. § 50.040(a)(2)(WW).

Venting and/or Flaring

Alaska does not have any specific regulations that impose limitations on the duration, or quality, of flaring. The statutes require operators to plan for waste before drilling. 20 A.A.C. § 25.517(c)(1). Waste can include flaring, but it is often excepted from the definition. Specifically, gas the is vented or flared does constitute waste except when

• flaring or venting gas for a period no more than one hour as the result of an emergency;
• flaring or venting gas for a period no more than one hour as the result of a planned operation is authorized for safety;
• flaring pilot system is authorized for safety;
• virtually safe venting of gas incidental to normal oil operations is authorized;
