She has been with the clinic since 2007 and, during that time, has been the lead attorney on cases of national and regional significance. Representing Vermont Public Interest Research Group and other partners, she led the legal advocacy in the support and defense of Vermont’s labeling law for genetically engineered foods, beginning with several rounds of testimony at the Vermont statehouse and culminating in multiple amici filings in federal district and appellate courts once the law was challenged. More recently, she has been counsel on two cases before the Vermont Supreme Court concerning Act 250, Vermont’s unique land use law, including a recent decision that required a rock crushing operation on a large quarrying tract to apply for a land use permit. Professor Murphy’s earlier work in the clinic included developing a comprehensive de-delegation petition on behalf of Conservation Law Foundation that resulted in multi-year negotiations, subsequent filings, and a Corrective Action Plan to improve Vermont’s water quality program. She also represented the Connecticut River Watershed Council in an extensive effort to improve the Vermont Yankee nuclear power plant's NPDES permit for its hot water discharge, ultimately resulting in a more stringent permit that was more protective of fish populations.</div><div><br>Professor Murphy has served on several committees and working groups at the law school, and as coach of the National Environmental Law Moot Court Competition team. In 2013, she led the research and drafting of a multi-faceted report that formed the basis for VLS' new 6-credit clinic/externship requirement. She also was an active member of the Curriculum Mapping Working Group, which led the effort to develop faculty-approved learning outcomes (or "competencies") and assess the current curriculum for coverage. Currently, she serves on the Curriculum Committee, Clinical and Experiential Working Group, and Assessment Working Group. She is also a student mentor and the faculty advisor for the Albert Schweitzer Fellowship program at VLS.</div><div><br>Professor Murphy received her BA degree in drama and religion, generali cum laude, from Vassar College in 1994 and her JD degree, summa cum laude, from Pace University School of Law in 2006 with a certificate in environmental law. She has a deep appreciation for clinical legal education, having worked on a major Clean Water Act case while in Pace's environmental litigation clinic. Prior to joining VLS, she worked with CLF and CLF Ventures in Montpelier.
