That's when her writing on national entitlements to the continental shelf under the UN Convention on the Law of the Sea landed her on the U.S. Coast Guard icebreaker Healy as a member of the science crew for the first of two Arctic Ocean bathymetric mapping cruises out of Barrow. Understanding how lawyers and scientists interpret and apply international agreements continues as a focus of her work.</p> <p> Among Professor Baker's recent policy papers are reports for the Alaska Arctic Policy Commission, the Arctic Council and Inuit Circumpolar Council. In 2012-2013 she was Visiting Scholar with the inter-agency Extended Continental Shelf Task Force at the Office of Ocean and Polar Affairs, Bureau of Oceans and International Environmental and Scientific Affairs, U.S Department of State.</p> <p> Professor Baker clerked for Judge John T. Noonan, Jr. of the Ninth Circuit Court of Appeals, and has taught at Vermont Law School, the University of Minnesota Law School and Harvard Law School, where she was the John Harvey Gregory Lecturer on International Organizations Law and oversaw the graduate program for international law students. Her teaching ranges from property and comparative law to international environmental law and law of the sea. After a short stint as a visiting foreign lawyer with Bruckhaus Westrick Stegemann in Frankfurt, Germany (now known as Freshfields Bruckhaus Deringer), she obtained her LL.M. and doctorate in law in Germany, where she lived for over a decade. There she was affiliated with the Max Planck Institute for Comparative Public Law and International Law and worked as a legal historian at the Heidelberg Academy of Sciences. She has also practiced law with Gray, Plant, Mooty, Mooty and Bennett in Minneapolis. </p> <p> Professor Baker was appointed to the National Academy of Sciences Polar Research Board in 2014 and is a member of the American Geophysical Union, the American Society of Comparative Law, and the American Society of International Law. She was selected as a Dickey Research Fellow in the Institute of Arctic Studies at Dartmouth College for 2009-2010. She currently chairs the Arctic Oil and Gas working group of the University of the Arctic's Law Network and the AALS Section on North American Cooperation. She also serves on advisory boards for the Institute for Environmental Diplomacy and Security at the University of Vermont and the Arctic Centre - University of Lapland.</p> <p> Before returning to the United States to Law School from 2003–2007, Professor Baker spent more than a decade in Germany, where she obtained her doctorate in law, worked as legal historian at the Heidelberg Academy of Sciences, and was affiliated with the Max Planck Institute for Comparative Public Law and International Law. Legal biography, a first love, led to her first book: Johann Caspar Bluntschli, Francis Lieber und das moderne Völkerrecht 1861-1881. She also published a first article in an Ocean Yearbook series on the scholarly work of ocean activist Elisabeth Mann Borgese. Professor Baker is a member of the American Geophysical Union, the American Society of Comparative Law, and the American Society of International Law.
