Larry Novins is legal counsel for several professional licensing boards and professions regulated by the Office of Professional Regulation, a division of the Secretary of State. He has practiced administrative law since joining that office in July 2002. For 18 years, he represented indigent criminal defendants and juveniles as a public defender in Albuquerque, N.M., and Rutland and Middlebury, Vt., where he was senior staff attorney. Since 2004, he has been an adjunct faculty member at Vermont Law School. He has taught trial advocacy, coached trial advocacy teams and has taught evidence labs. He has presented the BarBri bar review lecture in administrative law. In 2006, he was appointed by the Vermont Supreme Court to serve on the Professional Responsibility Board and was recently reappointed to his third term. Since 2002, he has been a member of the board of the Vermont Karelia Rule of Law Project and traveled to Russia several times to participate in seminars and design programs for Russian judges and lawyers. He graduated from Middlebury College and the University of New Mexico School of Law.
