Biography

Catherine Gjessing joined the Vermont Law School faculty in 2012, teaching in the Land Use Clinic. She also serves as general counsel to the Department of Environmental Conservation for Vermont's Agency of Natural Resources (ANR). In that role, she provides legal and policy counsel to the commissioner of Environmental Conservation, supervises department legal staff, participates in ANR legislative initiatives and bill review, coordinates agency responses to controversial and complex environmental issues, drafts and reviews contracts and licenses, assists in agency rulemaking projects, liaisons with state and federal agencies regarding environmental issues, and handles litigation for the department. She has also served the ANR as the director of policy research and planning, deputy general counsel, and as an environmental litigation attorney and an enforcement attorney. Prior to joining the ANR, she was a public defender for the state of Vermont. She received her BA degree, cum laude, from Hartwick College and her JD, also cum laude, from Vermont Law School, where she was Vermont law editor for the Vermont Law Review.
