January 2012
In collaboration with Sweden's Faculty of Law at Uppsala University, the U.S.-China Partnership for Environmental Law at Vermont Law School has been approved for a grant to fund a joint conference with Sun Yat-sen University in Guangzhou, China, to be held in September 2012. The grant, 400,000 SEK (about USD $60,000) from the Swedish Council for Working Life and Social Research, will support a two-day workshop titled "Comparative Environmental and Public Health Law, Regulations, and Remedies."

The workshop will bring together 20-30 international and Chinese professors whose primary research areas are environmental and public health policy, and offer a space in which to exchange ideas and develop future collaborate research projects. Papers resulting from this collaboration will have the opportunity to be published in the Vermont Journal of Environmental Law and Nordic Environmental Law Journal, as well as published in the environmental law journal of Sun Yat-sen University.

USAID Assists Chinese Judges in Developing an Environmental Law Training Program
September 25, 2010
Beijing, China – In response to the growing number of cases involving disputes over environmental issues, courts in China are playing a larger role in environmental governance, and there is an increasing trend toward the establishment of environmental courts. This increase in cases and specialized courts gives rise to a critical need to provide all judges, and particularly the new environmental judges, with the intensive and skills-oriented training necessary for them to be effective in their role.
In response to this pressing need, on September 25, 2010, Vermont Law School's U.S.-China Partnership for Environmental Law collaborated with the Environmental Appeals Board (EAB) of the U.S. Environmental Protection Agency (EPA) and the China University of Political Science and Law to host a roundtable discussion on development of an Environmental Adjudication Training Program in China. Two EAB judges shared the design, content, and training methodologies of an environmental adjudication training program EAB has developed for international audiences.
A vibrant discussion followed as participants suggested ways to customize the EAB's materials for a Chinese training program. Notable participants included prominent judges from environmental courts, teachers from the National Judicial College and provincial judicial colleges, the Deputy Director of the Policy and Regulation Department of China's Ministry of Environmental Protection, as well as other environmental lawyers and scholars. After the roundtable, the Partnership team, EAB, and China's National Judicial College discussed plans for a cooperative training program to begin next year.
VLS Strengthens Environmental Justice Through U.S.-China Fellows Exchange
July 28, 2010
Beijing, China - Marginalized groups in China, including low-income and rural populations, are oftentimes disproportionately affected by adverse health and environmental effects from pollution. To address the lack of training opportunities that professionals in China working on these issues often face, the U.S.-China Partnership for Environmental Law with primary funding from the State Department and with support from USAID launched an exchange program to bring nine Americans and nine Chinese together to jointly examine these issues.
On May 28, 2010, the fellows, including lawyers, scientists, professors, and activists, began a three week study tour in the U.S., with one week of lectures at Vermont Law School followed by a one-week internship at well-known and grassroot environmental justice organizations in the U.S. The U.S. tour ended with one week of activities in D.C., where the fellows met with high level U.S. government officials, including director of EPA's Office of Environmental Justice and the Deputy Assistant Attorney General of the DOJ's Environment and Natural Resources Division, environmental justice NGOs, and staff members from the Congressional Black Caucus. Then the group reconvened to travel to China on July 10, 2010 for three weeks to learn about the environmental justice conditions in China.
In addition to attending lectures in Beijing on Chinese environmental law and climate change policy and roundtable discussions with non-governmental organizations (NGOs) on their role in public participation and shaping China's environmental policy, the fellows interned at three grassroots environmental NGOs in western China. The Chinese fellows observed the on-the-ground work that NGOs are doing to protect vulnerable communities and empower citizens to be more involved in shaping environmental policies and regulations and protect their legal rights to a clean environment. The exchange concluded with a visit to the Three Gorges Dam and lectures at Sun Yat-sen University Law School in Guangzhou.
